Privacy Policy

Home Milieu LLC operates Milieu Carts. For privacy questions, access, correction, deletion, or an appeal, email info@homemilieu.org with the subject “Milieu Carts privacy.”
1. Our role and the current program
Milieu Carts supports proposed Mishawaka and St. Joseph County application preparation and a South Bend draft workspace. Granger uses the St. Joseph County option for this build. It is a private service, not a city or county agency or an authorized permit issuer. Saving an application here does not send it to a local authority. Any future municipal submission will identify its destination and require your instruction through an activated workflow.
This policy covers information handled by Home Milieu LLC through this service. A municipality receiving records has its own legal responsibilities and applicable records policies. We will identify material changes to these arrangements before they affect your use.
2. Information we handle
Your selected community may be saved in this browser as a convenience preference. Application contents and uploaded records are not saved in browser local storage.
- Account and contact information: sign-in identity, name, email, phone, and address you supply.
- Cart and application records: selected local program, make, model, serial identifier, ownership evidence, application answers, inspection evidence, and status history.
- Supporting files: photos, videos, photo identification, driver-credential evidence, insurance documents, declarations pages, and other records you choose to upload.
- Consent and signatures: the signed application, acknowledgments, applicable policy version, and associated timestamps.
- Service and security information: authentication records, requests, device or browser information, and technical logs processed by our hosting and authentication systems.
Images and videos can contain faces, addresses, and embedded location metadata. Upload only what is relevant and remove unrelated information. Do not send Social Security numbers, bank credentials, or unnecessary pages of an insurance policy. We do not perform facial recognition or create biometric identity profiles. Uploading a photograph does not enroll you in such a system.
3. Why we use it
We use information to save and retrieve applications, organize supporting documents, identify missing information, record your instructions and signature, provide application status, prevent unauthorized access, answer support requests, and prepare for authorized municipal review. When legally activated, the workflow can support inspections, permit decisions, renewal administration, and decal verification.
Automated completeness checks do not independently determine your legal eligibility or replace an authorized inspector or administrator. We do not sell personal information, use it for targeted advertising, or install advertising or behavioral analytics trackers. Application files are not public content.
4. Sharing and public verification
Access is limited to your authenticated account, authorized service personnel, and service providers needed for hosting, authentication, storage, security, and support. A future municipal submission may share relevant records with the identified municipality and its authorized reviewers after you instruct us to submit. We may disclose records when required by lawful process, to meet legal obligations, or as reasonably necessary to address fraud or a security incident.
A public decal or verification page is limited to permit and cart information such as permit number, municipality, cart description, display year, status, and issue or expiration dates. It does not publish an owner's name, home address, photo ID, driver's-license information, insurance records, or uploaded media. A verification link can be shared by anyone who sees the decal.
The route planner uses bundled maps, proposed routes, and public municipal address and destination records. Address and place searches are sent in POST requests to this service and matched against those records. We do not request third-party map tiles or send your searches to a third-party geocoder. When you request directions, the selected community, location identifiers, and exact start and destination coordinates are sent in a POST request to our routing server to calculate the proposed-network preview. For a GPS starting point, its accuracy estimate is also sent to find nearby street access. Searches and trip endpoints are not stored to your account or application. Our hosting provider may process operational request and security logs. Links to outside websites are governed by those sites' policies.
Live navigation starts only when you choose it and permit browser location access. Position, accuracy, speed, and heading update the map, turn guidance, and arrival estimate in your browser. The app retains only the current and recent progress needed for this trip in memory, with no saved GPS history. Tracking pauses while this page is hidden and stops when you end navigation, change the trip, reach the destination street access, or leave the map. Choosing to recalculate from your location sends that position as a new trip endpoint to the routing server. Optional voice cues use an available local device voice. The app also requests permission to keep the screen awake during navigation where supported, and releases that request when navigation ends or the page is hidden.
5. Storage and security
Application records use authenticated access. Supporting documents are stored privately and are available through access-controlled service routes rather than the public website's asset folder. Access is checked against the account and authorized role. Keep your sign-in credentials private and sign out on shared devices.
No online system can guarantee absolute security. Report a suspected unauthorized disclosure to info@homemilieu.org. We will investigate and provide notices required by applicable law, including Indiana's security-breach requirements when they apply. Do not attach additional identification to a security report unless we arrange a necessary, secure verification process.
6. Retention and deletion
You can delete draft applications and their uploaded files from your dashboard. For submitted records, use the deletion-request function where offered or email us. A request is recorded for review and does not automatically erase a submitted record, a decision history, or a record that must be preserved by law.
No fixed automatic municipal retention schedule is currently configured. We retain records while needed to provide the requested service, address support or security issues, meet legal obligations, or preserve applicable records. A municipality's approved retention requirements must be configured before its official program is activated. Do not assume that an unused draft will automatically expire or be deleted after a particular period.
We will explain any applicable reason a requested record cannot be deleted. Records already delivered to a municipality must also be addressed with that custodian. Deleting a platform account does not cancel a permit or eliminate independent government retention duties.
7. Government records and confidentiality
Information in municipal custody, or held on a municipality's behalf, may be a public record under Indiana's Access to Public Records Act, IC 5-14-3. Disclosure depends on that law and applicable mandatory or discretionary exemptions. Uploading a document does not guarantee that a government-held copy will remain confidential. A public-records request must be evaluated by the responsible custodian, with legally required protections and redactions.
8. Your choices and privacy requests
You may ask us to confirm what we hold, provide a usable copy, correct inaccurate information, or delete information, subject to verification and applicable preservation requirements. Contact info@homemilieu.org from your account email when possible. Identify the request and relevant application number. We may request proportionate information to verify that you are entitled to act, but do not email a full ID document unless specifically necessary and securely arranged.
Indiana's Consumer Data Protection Act, IC 24-15, has applied since January 1, 2026 to covered businesses meeting its scope: generally, processing at least 100,000 Indiana consumers' data in a calendar year, or at least 25,000 while deriving more than half of gross revenue from personal-data sales. Statutory exemptions and other conditions apply. This policy does not represent that every provision applies to every user, operator, or municipality.
Where the Act applies, we honor its access, correction, deletion, portability, opt-out, and appeal rights, consent requirements, and response deadlines. Requests generally require a response within 45 days, with a permitted extension upon notice. Statutory exceptions may limit a particular request. We also review requests when those thresholds are not met, without promising a completion date that cannot be assured.
If you disagree with our response, email the same address with the subject “Privacy appeal” and explain what you would like reviewed. You may also contact the Indiana Attorney General. We do not discriminate against you for exercising applicable privacy rights.
9. Essential storage, communications, and children
Authentication and security features may use essential cookies or similar browser storage. Blocking them may prevent sign-in or saving an application. Optional marketing messages require a separate choice. Service-related communications concern the application or account you requested.
Language and accessibility preferences are saved on this device when browser storage is available. Site translation uses bundled public interface translations. It does not send application answers, addresses entered in forms, identity documents, uploaded files, or signatures to a translation provider. Original documents and permit artwork keep their original language. You can return to English or reset display preferences at any time.
Read-aloud starts only when you choose it and uses your browser's speech service. Device voices and their availability vary. The built-in page reader uses local voices and does not read typed form values or uploaded document contents. Your own screen reader operates according to your device settings. Read-aloud and navigation voice guidance do not run together.
The service is not directed to children under 13, and we do not knowingly seek their personal information. Do not upload a child's identity documents or identifiable media unless a lawful process specifically requires them and the necessary parental consent has been arranged. Contact us if you believe a child's information was submitted in error.
10. Changes and assistance
We will update the effective date when this policy changes and provide additional notice or request consent when required. Contact us for an accessible explanation of this policy, help exercising a choice, or questions about a proposed municipal workflow.
